Strongest case for the claim

The Chicago-trained economists wrote the programme and the junta executed it: privatised pensions, health, schooling and state firms, and opened trade, while congress was dissolved, parties banned and thousands disappeared. Friedman visited and advised. The economic programme was imposed on a population that had voted against it.

Strongest case against

Neoliberal doctrine as stated in the Mont Pèlerin declaration commits explicitly to the rule of law and constitutional constraint. The same programme was implemented under democratic conditions in New Zealand, Britain and Sweden. Chile itself has retained most of the economic model under thirty-five years of democracy since.
