A written expert report on the political character of a named organisation, prepared for use in proceedings. The methodology annex sets out a codebook that was published and dated before the instruction existed, which is the point.
Most engagements at this level are invoiced against a purchase order rather than paid by card. Send a brief and an invoice with 30-day terms follows the same day.

Who it suits
Proceedings that turn on what a political organisation actually is: asylum and country guidance, extradition, proscription challenges, defamation.
Scope limit
The atlas classifies political position. It does not opine on legal findings such as persecution, terrorism designation or apartheid. Instructions are accepted on that basis and the limitation is stated in the report.
Why this is checkable
Every score in a commissioned brief is produced with the same published codebook, the same anchor definitions and the same evidence standard as the free public atlas. You can read the method before you commission anything, test the codebook yourself against a cell you have never seen, and read the audit in which the instrument reports the tests that weaken it.
