Contested, live, or settled
The settled axis is usually more revealing than the contested one, and it is the one foreign coverage never reports — because a question nobody argues about generates no copy. A market where ownership is settled and membership is contested carries entirely different risks from one where the reverse is true, and both look identical in a headline.

What the shape implies
Offered as an input to a judgement rather than as one. A coordinate describes a stated position and a governing record; it does not forecast, and competence and circumstance are not on any axis.
- Ownership is contested. A change of government can move tax, ownership and the terms on which private capital operates. Exposure here is direct.
- The organisation of power is contested. The rules themselves are in play, which makes contract enforcement, regulatory predictability and the durability of any concession the live question rather than policy content.
