Strongest case for the claim
All parties were merged into a single legal movement by decree in 1937. There were no elections, no free press, no free unions, mass executions of republicans, and a vertical syndicate system copied directly from the Italian model. The Falange was explicitly founded on the Italian template.
Strongest case against
Specialists including Juan Linz classified it as authoritarian rather than fascist: after 1945 it demobilised rather than mobilised, its ruling coalition shifted to Catholic and technocratic elements, the Falange was subordinated, and it had no revolutionary programme of national rebirth. Its own doctrine was Catholic and restorationist.
What the coordinates show. Falangism and Italian Fascism are 5.4 apart, agreeing on five of six axes and separated mainly on method. Salazar's Estado Novo, the neighbouring case usually grouped with them, is 8.6 from Italian Fascism and codes strongly negative on the change axis — which is precisely the distinction specialists draw.
