1. The free atlas
The public atlas, its dataset and its documentation are free to read, quote, redistribute and build upon with attribution. They are provided as they are, without warranty. Positions are interpretive codings assembled from published research and the public record; they are not the output of the Chapel Hill Expert Survey, the Manifesto Project or V-Dem and should not be cited as such.
2. Commissioned work
Commissions are accepted on the scope, price and turnaround agreed in writing before work begins. One round of revision within the original scope is included. Changes that alter the question being answered are quoted separately.
3. Independence
The conclusion of a commissioned analysis is not negotiable and is not for sale. Where the evidence does not support the position the client hoped for, the report says so. Commissions listed under what we refuse are declined.
4. Turnaround and refunds
If a stated deadline is missed for reasons within our control, 25% of the fee is refunded. If it is missed by more than the quoted turnaround again, the fee is refunded in full. Work not yet commenced may be cancelled for a full refund. Work in progress is refunded pro rata.
5. Confidentiality
Commissioned work is not published, and its subject is not added to the public atlas, without the client’s written consent. The existence of a commission is itself treated as confidential.
6. Limits
The atlas classifies political position. It does not provide legal advice and does not opine on legal findings. Expert evidence is accepted subject to the duties owed to the relevant tribunal, which override any duty to the instructing party.
7. Liability
Liability for any commission is limited to the fee paid for it. Nothing here excludes liability that cannot lawfully be excluded.
