Strongest case for the claim
Workers had no control over production, no independent unions and no right to strike. A bureaucratic class controlled the surplus, enjoyed material privileges and reproduced itself. Wage labour, commodity exchange and industrial discipline persisted. Trotsky, Cliff, Djilas and others all argued the form of exploitation had changed rather than ended.
Strongest case against
Private ownership of the means of production was abolished outright, there was no capital market, no bankruptcy and no profit motive at enterprise level, and allocation was by physical plan target rather than by price. Whatever it was, it was not an economy organised by capital accumulation.
