Strongest case for the claim
Britain, France and the Netherlands were the most constitutionally advanced states of their era and were simultaneously the largest colonial powers. Free trade was the stated justification for a great deal of it. Leading liberal thinkers, Mill among them, defended imperial administration explicitly.
Strongest case against
Classical liberalism's defining commitments — consent, legal equality, constitutional constraint — were withheld from colonial subjects by design, and the Manchester school opposed colonial monopoly and chartered privilege on liberal grounds. Anti-colonial movements argued from liberal premises, not against them.
What the coordinates show. New Imperialism scores +06 on authority and +09 on membership. Classical liberalism scores −07 and −03. Distance 19.5. The same states occupied both coordinates simultaneously, applying one to citizens and the other to subjects — which is the clearest case in the atlas of why a regime's authority score depends on asking who is being ruled.
