Strongest case for the claim
Private and foreign firms dominate manufacturing and exports, the stock market functions, and the economy has been among the fastest-growing in the world for three decades. Đổi Mới legalised private enterprise in 1986 and the direction has not reversed.
Strongest case against
Article 4 of the constitution names the party the leading force of state and society. There is no legal opposition, no independent press and no independent judiciary. All land remains state-owned with use rights allocated. The party's monopoly is not decorative.
What the coordinates show. The Communist Party of Vietnam scores +02 on economics — to the right of Die Linke, the SPD, UK Labour and Nordic social democracy — and +09 on authority. Both halves of the question are correct and they are answers to different questions. This is the same pattern as China, in a smaller and less examined case.
