Strongest case for the claim
Land reform abolished tenancy, literacy reached near-universal levels decades ahead of the Indian average, health outcomes match middle-income countries at a fraction of the income, and a communist party has governed on and off since 1957 without ending electoral competition.
Strongest case against
The state runs on remittances from the Gulf on a scale that dwarfs its own production, its industrial base is weak, its fiscal position is chronically strained, and much of the human development record predates the communist governments and derives from earlier princely-state schooling policy.
What the coordinates show. The Kerala CPI(M) scores −07 on economics and −03 on authority. Nordic social democracy scores −05 and −06, 5.9 away. The interesting finding is not the economics but the authority score: this is the only entry in the atlas from the communist family that codes negative on that axis, because it is the only one that has repeatedly lost elections and handed over power.
