Strongest case for the claim
Presidential and parliamentary elections are genuinely contested, turnout is high by regional standards, and they have produced real changes of governing faction — reformist in 1997, hardline in 2005, reformist again in 2013 and 2024. Candidates campaign and results are not simply announced.
Strongest case against
The Guardian Council vets every candidate and disqualifies the majority of applicants. The Supreme Leader is not electorally accountable, commands the armed forces and controls the judiciary and broadcasting. The 2009 movement was suppressed and its leaders held without trial for over a decade.
What the coordinates show. Khomeinism scores +09 on authority, one point below the ceiling, and that one point is doing real work: it distinguishes a hybrid regime with genuine competition beneath an unelected ceiling from Saudi Arabia at +10, which has no elected national body at all. Both descriptions in the question are partly right, which is what a hybrid regime means.
