Strongest case for the claim
The constitutional court was restructured and packed, the electoral law rewritten by the governing supermajority, and around four hundred media outlets consolidated under allied ownership in a single foundation. The European Parliament has described it as an electoral autocracy. The government's own description is illiberal democracy.
Strongest case against
Elections are held, contested and observed, opposition parties campaign and hold local government including Budapest, and the governing party's majority has fluctuated. No party has been banned. The formal machinery of electoral competition remains in place.
What the coordinates show. Fidesz scores +07 on the authority axis: elections continue and the institutions that could reverse their outcome have been restructured by the incumbent. That is a specific position, not a synonym for dictatorship, and the atlas has a distinct score for that at +10. The disagreement is about where on a continuous axis a threshold sits, which is a real question and not a factual dispute.
