Strongest case for the claim

Mussolini began as a revolutionary socialist and edited the socialist party's newspaper. Fascism was anti-liberal, anti-market in rhetoric, corporatist in organisation, and built a very large state shareholding through the IRI. It mobilised mass movements, promised national renewal and attacked the existing propertied order in its language.

Strongest case against

It took power with the support of industrialists and landowners, destroyed the free unions and the socialist and communist parties, and retained private ownership and profit throughout. Its own founding claim was that it superseded both liberalism and Marxism. Fascism scholarship treats anti-Marxism as constitutive rather than incidental.
