Strongest case for the claim
One party holds an unchallengeable monopoly, term limits were removed in 2018, party committees sit inside private firms, there is no independent judiciary or press, and surveillance is comprehensive. On the authority axis the two score +10 and +09.
Strongest case against
Most output and nearly all new employment come from private firms competing on price. Foreign investment, stock markets and private property rights all exist and are constitutionally recognised. The Soviet Union had none of these. On economics the two are eight points apart.
What the coordinates show. Xi-era China and the late Soviet Union are 14.9 apart, and almost all of that distance is on economics, culture and membership. On authority and centralisation they are within a point of each other. The comparison is accurate about power and wrong about everything else, which is exactly the shape the atlas keeps finding.
